Welcome to my website. I am Professor of Public Policy and Political Science at the Pennsylvania State University, where I hold the Douglas S. and Joyce L. Sherwin Chair of Liberal Arts honoring Frank Whitmore. I am also Senior Research Fellow at the Institut Barcelona d’Estudis Internacionals, Editor-in-Chief of the Journal of Public Policy, and Fellow of the National Academy of Public Administration. My bio and curriculum vitae with links to my publications are available here as well.
I study how politics shapes public policies and how they are implemented, and what that means for democracy. My current work is concentrated on a project about democracy and public administration called REPGOV, which is funded by the European Research Council and runs until December 2026. I deleted my twitter account after the recent change in the ownership of that platform, but the REPGOV project tweets @repgovEU.
In what spare time I have, I enjoy taking street photographs like the one above, which was taken on a London underground line.
Thanks very much for visiting.
