Welcome to my website. I am Professor of Public Policy and Political Science at the Pennsylvania State University, where I hold the Douglas S. and Joyce L. Sherwin Chair of Liberal Arts honoring Frank Whitmore. I am also Senior Research Fellow at the Institut Barcelona d’Estudis Internacionals, Editor-in-Chief of the Journal of Public Policy, and Fellow of the National Academy of Public Administration. I study how politics shapes public policies and how they are implemented, and what that means for democracy. My current work is concentrated on a project about democracy and public administration called REPGOV, which is funded by the European Research Council and runs until December 2026. I deleted my twitter account after the recent change in the ownership of that platform, but the REPGOV project tweets @repgovEU.

In what spare time I have, I enjoy taking street photographs like the one above, which was taken on a London underground line.
